Green Star FAQs

FAQ F-00202
Can a project powered by the ACT electricity grid claim to be powered by 100% renewables?

Yes, a project connected to the Australian Capital Territory (ACT) electricity grid may claim the associated benefits in Green Star, when the respective conditions that are met, depending on scenario applicable to the project.

Scenario 1: Green Star - Design & As-Built project designed to operate as All-electric:

For the purposes of the Greenhouse Gas Emissions credit  in Green Star - Design & As Built, the project team may claim the points available on the condition that:

  • The building is designed to operate as all-electric and it is demonstrated that there is no connection to gas infrastructure.
  • The proposed building is connected to the ACT grid.
  • The proposed building achieves the performance level for the relevant credits in Green Star Buildings - Revision B as per the below table

Green Star - Design & As Built - Greenhouse Gas Emissions pathway Performance Level that must be met from Green Star Buildings Points available
15B NatHERS Rating Pathway
  •  Credit Achievement in Energy Use (Residential Pathway); and
  • Exceptional Performance in Energy Source.
16 points
15D NABERS Energy Commitment Pathway
  • Credit Achievement in Energy Use (NABERS Commitment Agreement Pathway); and
  • Exceptional Performance in Energy Source.
20 points
15E.0 Conditional Requirement: Reference Building Pathway &
15E.2 GHG Emissions Reduction

  • Credit Achievement in Energy Use; and
  • Exceptional Performance in Energy Source.
16 points

Scenario 2: Green Star - Design & As-Built project designed to operate using electricity and gas:

For the purposes of credit 15 - Greenhouse Gas Emissions in Green Star - Design & As Built, the project team may claim to be powered by 100% off-site renewables for a continuous period of 10 years, under the relevant pathway targeted on the condition that:

  • The Conditional Requirements for the targeted Green Star rating are met.
  • The proposed building has been operational after 31st December 2019 and;
  • The proposed building is connected to the ACT grid.

Scenario 3: For Green Star - Performance projects:

For the purposes of credit 15 - Greenhouse Gas Emissions in Green Star - Performance, the project team may claim to be powered by 100% off-site renewable electricity during the performance period on the condition that:

    • The conditional requirements for the targeted Green Star Rating have been met.
    • The start date of the electricity consumption data for the Greenhouse Gas Emissions credit is after 31st December 2019 and;
    • The building to be rated is connected to the ACT grid.

The project team must enter the electricity data in the Greenpower section (Source Item 2) and all other energy sources must be entered in the relevant sections of the Greenhouse Gas Emissions calculator.

Scenario 4: For Green Star - Interiors projects

For the purposes of credit 16 - Greenhouse Gas Emissions in Green Star - Interiors, the project team may claim to be powered by 100% off-site renewables for the continuous period of 5 years, under the relevant pathway targeted on the condition that:

  • The Conditional Requirements for the targeted Green Star rating are met.
  • The proposed fitout has been operational after 31st December 2019 and;
  • The proposed fitout is connected to the ACT grid.

Scenario 5: For Green Star - Communities projects

For the purposes of credit criteria 24A.3.5 in Green Star - Communities, the project team may claim all the buildings within the precinct to be powered by 100% off-site renewables to demonstrate reduction in the predicted Greenhouse Gas emissions as a permanent initiative on the condition that:

  • The Conditional Requirements for the targeted Green Star rating are met.
  • The proposed community is connected to the ACT grid.

Documentation requirements:

  • Completed Greenhouse Gas Emissions calculator as per the relevant rating tool.
  • Evidence demonstrating compliance with the conditions of this response, as per the scenario.
  • A copy of this response.

Please note that this response is specific to projects that are connected to the ACT electricity grid and applicable provided the ACT government continues with surrendering the certificates at the time of certification.
