Can projects consider an all-electric reference case when pursuing a fully electric electric building under credit 15E?
Yes, buildings that are designed to be fully electric may use an all-electric reference case when targeting 15E Greenhouse gas emissions - Reference Building Pathway from Green Star - Design & As Built v1.2 and Green Star - Design & As Built v1.3.
For projects located where the published grid carbon coefficient means that in the short term the project achieves negative energy points by comparing an all-electric heating or hot water heat pump solution with a gas boiler reference case, project teams may instead use an all-electric reference case, with the reference case heat pump COP as per the minimum required by the relevant BCA/NCC Section J (2016 or 2019). In States or Territories where the grid carbon coefficient is lower, for example in South Australia and Tasmania, then the project team can elect to use either the gas heating reference case, or the all-electric reference case
