Can a Class 2 building use a just-compliant NatHERs building envelope load rather than Class 3 modelling?

Class 2 multi-unit residential projects may use a Class 2 NCC just-compliant NatHERs building fabric/envelope load as the reference case for the purposes of credit 15E - Greenhouse Gas Emissions Reduction - Reference Building Pathway. The project team may scale (increase) the annual hourly heating and cooling loads obtained from the Chenath software engine to create a minimum code compliant NatHERS building. This may be used in lieu of the requirement to adopt Class 3 requirements stipulated in Table 1 of the Energy Consumption and Greenhouse Gas Emissions Calculator Guide. Where the Chenath software (Accurate, BERS, FirstRate) cannot be used to export the annual loads, the project team may use the NatHERS Protocol to generate the annual loads and simulate this through a recognised building energy modelling software. The chosen thermal simulation software package should satisfy the requirements of the Australian Building Code Board's Protocol of Building Energy Analysis Software (v2006-1) (ABCB, 2006) Please see section 4.4 Australian Building Codes Board Simulation Protocol of the Energy Consumption and Greenhouse Gas Emissions Calculator Guide for a list of software previously documented to have demonstrated compliance with the Protocol requirements.
